Macy's Inc has agreed to pay a $175,000 civil fine and improve its practices to resolve a U.S. government probe that found the retailer had discriminated against immigrant employees when verifying their eligibility to continue to work.

The U.S. Department of Justice on Thursday said Macy's had engaged in "unfair documentary practices" against some immigrant employees who had previously been authorized to work.

It said this resulted in some affected workers being suspended, terminated, or losing seniority. Macy's agreed to set up a $100,000 fund to compensate these workers.

The settlement covers Macy's Retail Holdings Inc, as well as divisions that contain department store locations in western and southwestern U.S. states, Florida and Puerto Rico.

It also requires Macy's to improve training and employment reverification policies, including the use of the government's "E-Verify" platform that lets employers check workers' legal status, and subjects the retailer to two years of monitoring by the Justice Department.

"Employers must ensure that they follow correct procedures during the reverification of employment authorization of non-U.S. citizens," Gregory Friel, deputy assistant attorney general for the Justice Department's civil rights division, said in a statement.

The department said its probe began in April 2012, based on several calls to a worker hotline regarding Macy's practices. It did not immediately provide details about the specific violations.

Macy's spokesman Jim Sluzewski declined to comment.

According to the settlement agreement, Macy's denied committing immigration-related discrimination or engaging in unfair documentary practices in violation of the federal Immigration and Nationality Act.

That law bars employers from demanding more or different documents, or changing documentation rules, based on people's immigration status or national origin.

Macy's had about 175,700 full- and part-time employees as of Feb. 2, according to its annual report, and operated roughly 840 stores under the Macy's and Bloomingdale's names. The company has offices in Cincinnati and New York.

Autism in children affects not only social abilities, but also a broad range of sensory and motor skills

June 25, 2013 ? A group of investigators from San Diego State University's Brain Development Imaging Laboratory are shedding a new light on the effects of autism on the brain.

The team has identified that connectivity between the thalamus, a deep brain structure crucial for sensory and motor functions, and the cerebral cortex, the brain's outer layer, is impaired in children with autism spectrum disorders (ASD).

Led by Aarti Nair, a student in the SDSU/UCSD Joint Doctoral Program in Clinical Psychology, the study is the first of its kind, combining functional and anatomical magnetic resonance imaging (fMRI) techniques and diffusion tensor imaging (DTI) to examine connections between the cerebral cortex and the thalamus.

Nair and Dr. Ralph-Axel M?ller, an SDSU professor of psychology who was senior investigator of the study, examined more than 50 children, both with autism and without.

Brain communication

The thalamus is a crucial brain structure for many functions, such as vision, hearing, movement control and attention. In the children with autism, the pathways connecting the cerebral cortex and thalamus were found to be affected, indicating that these two parts of the brain do not communicate well with each other.

"This impaired connectivity suggests that autism is not simply a disorder of social and communicative abilities, but also affects a broad range of sensory and motor systems," M?ller said.

Disturbances in the development of both the structure and function of the thalamus may play a role in the emergence of social and communicative impairments, which are among the most prominent and distressing symptoms of autism.

While the findings reported in this study are novel, they are consistent with growing evidence on sensory and motor abnormalities in autism. They suggest that the diagnostic criteria for autism, which emphasize social and communicative impairment, may fail to consider the broad spectrum of problems children with autism experience.

The study was supported with funding from the National Institutes of Health and additional funding from Autism Speaks Dennis Weatherstone Predoctoral Fellowship. It was published in the June issue of the journal, Brain.

Trayvon Martin murder case: Opening clash on shooter's motive

SANFORD, Florida (Reuters) - Neighborhood watchman George Zimmerman killed Trayvon Martin simply because "he wanted to," because he was an armed vigilante, and because he viewed the 17-year-old whom he'd never met as just another "punk," a prosecutor said in opening statements to the jury in a trial that promises to raise thorny issues of race and gun rights.

In a case that centers on a shooting that occurred without a clear eyewitness on a rainy, dark night more than a year ago, prosecutor John Guy sought to cut through doubts surrounding the incident in a fiery 30-minute opening statement that branded Zimmerman as the aggressor for the six jurors who will decide the case.

As the second-degree murder trial opened in earnest after two weeks of jury selection and evidentiary rulings, the prosecutor began by bluntly quoting from Zimmerman's call to a police dispatcher after first spotting the unarmed, black teen.

"'Fucking punks. These assholes, they always get away'," Guy repeated, going on to say those were the "hate-filled words he used to describe a total stranger."

Zimmerman's defense attorney Don West opened with his own unusual gambit, opting to tell a "knock-knock" joke, which fell flat in the courtroom. "Knock knock. Who's there? George Zimmerman. George Zimmerman who? Good, you're on the jury," he said.

West went on to offer a wholly different view of his client - who is out on bail and appeared in court wearing a charcoal gray suit - and the events of February 26, 2012 in a gated community in Sanford, Florida.

Zimmerman was "viciously attacked" by Martin and acted in self-defense, attorney Don West said.

In his 2-1/2 hour statement to the jury, the defense attorney said a witness, who he identified as a homeowner near the site of the altercation, would testify about a man clad in the color of the clothing Martin was wearing "mounting" a man on the ground in mixed martial arts fashion and "basically beating him senseless."

West said contrary to what has often been said about the case, Martin was not unarmed. "Trayvon Martin armed himself with the concrete sidewalk and used it to smash George Zimmerman's head ... That is a deadly weapon," he said.

Zimmerman showed no emotion as he stared straight ahead and away from the prosecutor.

The parents of both Zimmerman and Martin were seated on different sides of the courtroom at the start of the day, but Zimmerman's parents were quickly instructed to leave after the prosecution said they might be called as witnesses.

Martin's mother, Sybrina Fulton, later left the courtroom when West played the jury a tape of a 911 call in which screams can be heard before the fatal shot. "To sit there and hear her child's final moments was very tough," said Daryl Parks, a lawyer for the Martin family.

Both families say the screams on the tape came from their son, but the FBI has been unable to say conclusively whose voice it is.

Zimmerman, 29 and part Hispanic, was the neighborhood watch captain in the Retreat at Twin Lakes community in Sanford at the time of the killing. He has pleaded not guilty to the charge of second-degree murder and could face life imprisonment if convicted.

Martin was a student at a Miami-area high school and a guest of one of the homeowners. He was walking back to the residence after buying snacks at a nearby convenience store when he was shot in the chest during a confrontation with Zimmerman.

Much of what happened during the fatal encounter is still a mystery. Neighbors who provided differing versions of what they glimpsed of the altercation are expected to testify during the trial. Also to testify is a girl who was on the phone with Martin moments before his death and says she heard the events unfold until the line went dead.

HIGH BAR FOR THE PROSECUTION

Guy portrayed Zimmerman as a man with a concealed weapon who committed a vigilante-style killing, not a dutiful watch guard on alert for signs of suspicious activity after a string of robberies in his neighborhood.

"George Zimmerman did not shoot Trayvon Martin because he had too. He shot him for the worst of all reasons, because he wanted to," said Guy, the prosecutor.

Guy also told the jury there was "irrefutable physical evidence" that showed Zimmerman was lying when he told police that Martin attacked him. No blood or DNA from Zimmerman was found on Martin's hands or elsewhere on his body or clothing, he said. That is despite Zimmerman's claims that Martin punched him to the ground and covered his bleeding, broken nose with his bare hands as he pounded his head into the ground.

Six jurors, all women, were selected last week to hear the racially charged murder case against Zimmerman. They will be sequestered for the duration of the trial, which is expected to last two to four weeks.

The case triggered civil rights protests and debates about alleged treatment of blacks as second-class citizens under the U.S. justice system, since police did not arrest Zimmerman for 44 days.

However, there is a high bar for the prosecution to prove second degree murder which requires them to show that Zimmerman acted with "ill will, hatred, spite or an evil intent," and showed "an indifference to human life," according to Florida jury instructions.

Under Florida's Stand Your Ground law, which was approved in 2005 and has since been copied by about 30 other states, people fearing for their lives can use deadly force without having to retreat from a confrontation, even when it is possible.

Last summer, Sony's PRS-T2 e-reader was leaked when it visited the FCC, and was available for pre-order a week ahead of its official launch. Therefore, it's with a sense of deja-vu that we tell you that Sony's annual update, the PRS-T3, has now mooched through the FCC's hallowed halls and been passed fit for human consumption. There's not much we can glean from the documents, except to say that it's got a 3.6Wh battery, 802.11 b/g/n WiFi and will probably be available in stores about a month or two from now.

Kenyan teachers to strike, ignoring calls for wage restraint

NAIROBI (Reuters) - The Kenyan union representing more than 200,000 state school teachers on Monday said it will go on strike over payment of allowances, adding to the government's woes as it struggles to put a lid on wages and keep control of the budget.

President Uhuru Kenyatta said days after his inauguration in April that the state could not afford a bigger wage bill. But he faced almost immediate calls from members of parliament for higher salaries, fuelling concern that other state workers could follow suit.

Analysts have said other state employees may be inspired to push for better terms after already well-paid MPs secured generous benefits even if their salary demands were not met.

"The strike will start immediately after midnight," Wilson Sossion, Kenya National Union of Teachers (KNUT) chairman, told the union's top officials. "We have negotiated enough and signed an agreement. This time we must reach the promised land."

Thousands of secondary school teachers began strike action last week. The latest announcement means that action will become nationwide and will include primary schools.

The union has demanded that the state body responsible for teachers' pay agree to implement what they say is a 1997 deal for housing, medical and transport allowances.

"The discussions between the teachers union and government have not broken down," said government spokesman Muthui Kariuki, adding the government sought an "amicable solution".

The government says teacher demands are unsustainable. The president wants to cut a public sector wage bill that is now 50 percent of annual tax revenue, while the International Monetary Fund puts the global benchmark at about 35 percent.

Inflation is running at about 4 percent in Kenya.

Teachers' salaries range from about 16,000 Kenyan shillings per month to 142,000 shillings. They are seeking extra allowances on top of those salaries.

Kenyatta on Friday directed government agencies and teachers unions to negotiate, the second directive in a week after the initial deadline lapsed without any development.

Teachers went on strike in September demanding more teachers be hired to cope with a surge in student numbers after then President Mwai Kibaki introduced free primary and secondary education.

Racing to the app grave: the dead, the zombies, and the parasites - Talk Mobile

Your finger hovers over the download button in your smartphone's app store. Maybe it?s free, maybe it?s not. Even if it costs only 99 cents, you spend four times that much at Starbucks every day. Yet you hesitate, haunted by the memories of that app you downloaded a few years ago, fell in love with, and then watched as the servers shut down and the app was abandoned and left to wither and die on your launcher.

And that sometimes makes us hesitant to hand over money, even a dollar, for apps that a developer spent weeks, if not months or years, building. It makes us consider if paying up front for apps and services is the way to go, or to minimize risks by going with free-as-in-ad-supported apps instead, or to try and give developers more money through in-app purchases or subscriptions in hopes that maybe that will help keep them around.

It makes us wonder -- can we depend on our apps? Can we count on them to be there for us when we need them? And which ones?

A commercial aircraft en route to New York City from Cairo was forced to go off course and land in Scotland on Saturday after a passenger found a hand-written note in a bathroom, the state-owned EgyptAir said in a statement.

A British Royal Air Force fighter jet guided EgyptAir Flight 985 to an emergency landing at Glasgow?s Prestwick Airport at 2:25 p.m. local time, where approximately 300 passengers disembarked, according to Carol Gable, an NBC News producer who was on board the Boeing 777 bound for John F. Kennedy International Airport.

?There were snipers all around the plane when we landed. Local police patted down every passenger,? Gable said.

The passengers were sequestered in a building adjacent to the airport. Local authorities are expected to conduct interviews and take DNA samples, according to Gable.

The sudden diversion four hours after takeoff was prompted by a passenger?s discovery of an allegedly threatening note in the airplane's bathroom, EgyptAir confirmed in a statement Saturday afternoon. An EgyptAir flight staffer told Gable that the note was ?carefully and legibly? written in English.

Gable said she learned the note made references to fire and that it ?was not about a bomb.?

Nada Tawfik, a reporter for the BBC,?told the broadcaster that she found the note in a bathroom.

?I found this note by the sink, basically saying, ?I?ll set this plane on fire? with a seat number written on it, so I immediately went to the plane crew,? Tawfik told the BBC.

?It was a hard napkin and written in pencil and the pencil was there with the note,? Tawfik said. ?It almost looked like a child?s handwriting; someone with very sloppy handwriting.?
