Iran criticizes Qatar for giving embassy to Syrian opposition
DUBAI (Reuters) - Iran, a close ally of Syrian President Bashar al-Assad, accused Qatar on Friday of "intensifying the bloodshed" in Syria and criticized it for enabling an opposition bloc to open its first embassy in Doha.
Syrian opposition leader Moaz Alkhatib, whose group is recognized by the Arab League as the sole representative for Syria, opened the embassy in Qatar on Wednesday.
"It is in Qatar's interest to stop making hasty actions and intensifying the bloodshed in Syria," Iran's state news agency IRNA quoted Deputy Foreign Minister Hossein Amir-Abdollahian as saying.
"The wise ... people of Syria will never allow others to make decisions for them," he said.
Shi'ite Iran has strongly supported Assad in a two-year-old conflict that began with peaceful protests and turned into an armed revolt in which some 70,000 people have been killed.
In a blow to Assad, the Arab League on Tuesday gave Syria's seat to Alkhatib at a summit in Doha. It also endorsed the provision of military aid to Syrian rebels.
Tehran, calling the Arab League's decision "a pattern of dangerous behavior", has been at loggerheads with Western and Arab governments calling for Assad's exit from power. It accuses them of fomenting terrorism in Syria by arming rebels.
Iran has emphasized the importance of elections and reforms in Syria, but does not accept Assad's removal, saying a solution to the crisis cannot be imposed from outside the country.
Analysts say losing its Syrian ally would weaken Iran's ability to threaten its arch-foe Israel through the Syrian-backed Lebanese Shi'ite Hezbollah movement.

The New York Police Department has begun policing how its officers use Facebook, Twitter and other social media.
An internal order made public on Thursday advises members of the nation's largest police department to be careful with what they reveal online ? even urging them not to disclose that they're on the force.
Officers "are to exercise good judgment and demonstrate professionalism expected of them while performing their official duties," the memo says. It also warns that "personal social media sites may be used against them to undermine the credibility of the department, interfere with official police business, compromise ongoing investigations and affect their employment status."
The guidelines bar officers from posting photos of themselves in uniform ? with the exception of those taken at promotion or awards ceremonies ? unless they have permission from the department. Officers could face discipline if they don't comply.
Police officials said the policy has been in the works for about two years, and arose out of concern that police officers' online postings could embarrass the NYPD or be misinterpreted as official police policy. The department punished more than a dozen officers after they made degrading remarks about revelers at the West Indian Day Parade in 2011.
"We believe these guidelines are reasonable and make sense," Police Commissioner Raymond Kelly said Thursday.
The Patrolmen's Benevolent Association, which represents 23,000 police officers, declined comment. In the past, the union has cautioned its members about what they post and who they interact with on the Internet.
The NYPD edict prohibits the posting on personal websites of crime scene photos or witness statements. It also bars officers from using social media to contact witnesses, crime victims or lawyers involved in pending cases, or to contact minors who aren't part of their families.
"Such communications may be deemed inappropriate or unethical and may jeopardize an ongoing investigation," it says.
The adoption of guidelines was first reported in the Daily News.

Algeria's southern unemployed demand oil jobs
ALGIERS, Algeria (AP) ? Protests by the unemployed in southern Algeria are raising the specter of rising unrest in the country's sensitive oil regions, and are increasingly attracting the attention of al-Qaida.
Algeria's vast, sparsely populated Sahara only holds 10 percent of the country's population but it is home to this North African country's enormous oil and gas reserves ? the basis of the entire economy and the source of the government's power. Those who live there claim they aren't benefiting from that wealth, and can't get jobs with the oil companies.
Now al-Qaida has praised the protesters, raising the possibility that it is seeking support among the disaffected groups. The government is rushing to address the protesters' demands, but hasn't yet convinced them that it's serious.
Some 10,000 people ? an enormous number for the lightly populated region ?demonstrated on March 14 in Algeria's southern oil city of Ouargla, and thousands more later protested in another southern oil town, Laghouat.
"We want access to jobs in the oil companies, and not just the low-value ones like drivers and security guards; we want to be in the administration," Tahar Belabes, the head of the National Committee for Defense of the Rights of the Unemployed, which organized the demonstration, said by telephone from Ouargla.
"We just want the same employment possibilities. It's not normal that we live in the region where the oil and gas is located but don't benefit from it."
While youth unemployment is widespread in Algeria, and the rest of North Africa, the southerners say they are particularly discriminated against. There is also a widespread distrust of government officials, who are believed corrupt and skimming off the country's vast oil receipts.
Prime Minister Abdelmalek Sellal acknowledged on March 16 that the demonstrators' demands are legitimate and the government hurriedly announced a string of measures to address the perceived geographical bias in oil jobs. Oil companies will be obliged to give priority to job candidates from the south and recruitment must occur through registered employment agencies. The government announced that job-training centers would be set up to ready candidates for jobs with oil companies and hotels.
The demonstrations, however, have not stopped, and on Monday hundreds protested in the desert towns of Ghardaia, which the next day degenerated into widespread clashes with police that destroyed several government buildings and resulted in the arrest of seven young men for "vandalism and destruction of public property," the state news agency reported Saturday.
"The demonstrations are continuing because the young unemployed don't believe in official promises and they don't trust the local government representatives or their parliamentarians ? they want to negotiate directly with the government," said Kamal Zaidi, a member of an unemployed group in Laghouat and a human rights activist.
Most worrying for the government is that, on Friday, Al-Qaida's North African branch expressed solidarity with the demonstrations, slamming what they say is the corrupt use of the country's resources.
"The events of the south and the call of the people to protest in the streets is the natural response to the policy of marginalization and nepotism used by the corrupt Algerian regime," said the message posted on extremist websites.
Al-Qaida's signature tactic around the world has been to find marginalized groups in remote areas and espouse their cause, much the way they did with the disenfranchised Tuareg tribesmen in northern Mali, setting up a foothold that later became a de facto state before they were routed by the French in February.
In January, an al-Qaida-linked group for the first time attacked one of the country's remote desert gas plants.
While the leaders of Al-Qaida's Algerian branch are predominantly from the populous north, the leader of the attack on the Ain Amenas gas complex in January that left 37 hostages dead was a southerner ? Lamine Bencheneb, part of the radical Sons of Sahara armed Islamic group.
In the attack, the multinational team of militants appeared to know the complex inside and out, sparking reports that they may have had allies among the site's local drivers who had gone on strike over low pay just weeks earlier.
Geoff Porter, a veteran Algeria analyst with the North Africa Risk Consulting firm said the "unevenness" of past government investment programs have left a legacy of distrust in the south ? a region that also lacks the educational opportunities to produce the necessary skills for oil sector jobs.
Part of the problem, he added, is that the hydrocarbon industries don't require very much employment and there is little else going in these remote communities after the desert tourism industry dried up.
In attempt to curb the recent demonstrations, the government sent local parliamentarians, mostly from the ruling party, back to their towns in the south to hold meetings, but most of these were boycotted by the committees of the unemployed.
"The Algerian state has always had a policy of national investment and a great deal of money has been invested in the south, just like the other regions," said Mohammed Dhimi, one of the members of parliament from the south. "Perhaps the investments were not well thought-out or misdirected or didn't respond to the agricultural and industrial needs of the people."
"The protesters may sense that they have built up some momentum and that they are going to continue their protests until they see meaningful steps taken to deliver on the prime minister's promises," he said.
Belabes, the head of the unemployment committee, promised a new round of demonstrations in the coming days.
Meanwhile, on Saturday, about 30 chiefs of Algeria's Tuareg tribes, ethnically the same group that revolted against the government across the border in Mali, presented authorities with their own manifesto of demands, including more jobs, governorships, and high diplomatic positions for the nation's Tuaregs, reported the daily El Watan.

S&P 500 closes at a record high, beating '07 mark
NEW YORK (AP) ? For the second time in less than a month, the stock market marched past another milepost on its long, turbulent journey back from the Great Recession, toppling another record left over from the days before government bailouts and failing investment banks.
The Standard & Poor's 500 closed at a new high Thursday, three weeks after another popular market gauge, the Dow Jones industrial average, obliterated its own closing record. The S&P capped its best quarter in a year, rising 10 percent, and the Dow had its best first quarter in 15 years, climbing 11 percent.
The numbers offer more evidence that investors believe the economy is on the mend, said Sam Stovall, chief equity strategist at S&P Capital IQ.
"The low-flying recovery is gaining altitude," Stovall said, citing a truism among investors that rising stock prices come first, then the economy catches up.
Thursday's performance was driven by encouraging economic data. Companies are making record profits quarter after quarter. They're hiring in greater numbers, and the housing market is finally recovering. The economy has expanded for 14 quarters in a row.
The Fed has helped, too. By keeping interest rates near record lows, the central bank has encouraged people to move money out of savings accounts that pay next to nothing and into stocks and other investments.
Investors warned clients not to get overly excited.
"Getting back to where we were is an important step," said Howard Silverblatt, senior index analyst at S&P Dow Jones Indices. But he cautioned in a note to investors: "Markets are volatile, and if you are a long-term investor you should expect declines."
On Thursday, the S&P 500 rose 6.34 points, or 0.41 percent, to 1,569.19, beating by four points its previous record of 1,565.15 set on Oct. 9, 2007. The index is still shy of its all-time trading high of 1,576.09.
The index has now recovered all of its losses from the recession and the financial crisis that followed. Investors who put their dividends back into the market have done even better. A $10,000 investment in the S&P back in October 2007 would be worth $11,270.
On any other day, a market gain of six points would go unheralded but not after the turmoil that began in late 2008 and persisted through a slow, sometimes stalled recovery.
The S&P 500 is a barometer that gauges market performance. And while professional investors might scoff at using it to decide when to buy and sell, the breaking of an old record can be psychologically important.
However, many obstacles still loom.
The U.S. economy is stable, but growth is anemic. Unemployment is 7.7 percent, versus 4.7 percent, the last time the S&P notched a record. The European debt crisis is far from resolved. And some investors are concerned that the market's gains are being fueled by the Federal Reserve's easy money policy and will disappear once the Fed reverses course.
The crisis of the moment is Cyprus, the Mediterranean island country that struggled this week to get an emergency bailout. For many investors, the bailout deal was a reminder of Europe's lingering economic problems. Elsewhere, Italy failed to set up a new government this week, raising fears that the country will be unable to manage its deep debts.
On Thursday, U.S. economic news was mixed.
The U.S. economy grew faster than first estimated in the fourth quarter, the government reported. But the growth, an annual rate of 0.4 percent, was still weak. The number of Americans seeking unemployment benefits jumped for the second straight week. Longer-term, though, applications for benefits have been declining since November.
In Europe, Cyprus reopened its banks after closing them for nearly two weeks to keep depositors from making panicked withdrawals. Portugal reported that its budget deficit was widening.
"If you're a bull or a bear, you could find enough news out there to convince you of your position," said Jim Lauder, CEO of Global Index Advisors in Marietta, Ga., and co-portfolio manager on Wells Fargo Advantage Dow Jones Target Date Funds.
Brian Singer, partner at William Blair in Chicago, said the market's gains Thursday were more about a lack of any major negative developments than the appearance of any good ones.
"We are looking at a realization that Western civilization is not ending as we know it," Singer said. "Fiscal discussions in the U.S. have settled into an acceptable stalemate. The Italian elections that did not result in a government are on hold. Cyprus hasn't sunk into the Mediterranean."
Thursday marked the end of the first quarter, since markets are closed for Good Friday. Overall, it was a strong quarter.
The Dow climbed for the first 10 trading days of March ? a record not matched in more than 16 years. In the past 10 days, though, it has wavered under the weight of Cyprus.
The Dow rose 11 percent in the first three months of the year, its best quarterly performance since the fourth quarter of 2011. Last year, it lost ground in two quarters and was up by smaller amounts ? 4 percent and 8 percent ? in the other two. On March 5, it beat its own all-time record of 14,164.53, which was also set on Oct. 9, 2007, and has been climbing ever since.
To be sure, the S&P 500's last record was followed by a painful downfall. By March 2009, long after the subprime mortgage market had been revealed as an unsustainable bubble, the S&P had cratered from its lofty heights. On March 9, 2009, it fell to its Great Recession low of 676.53 ? down 57 percent from its October 2007 pinnacle.
With Thursday's gains, it has climbed 132 percent since reaching the bottom. Including dividends, it is up more than 150 percent.

Ex-Sen. Craig loses bid to dismiss FEC lawsuit
WASHINGTON (AP) ? A federal judge refused on Thursday to dismiss a Federal Election Commission lawsuit that accuses former Sen. Larry Craig of misusing $217,000 in campaign funds for his legal defense after his arrest in a 2007 airport bathroom sex sting.
Craig had argued that the airport bathroom trip fell under his official duties as senator because he was traveling between Idaho and Washington for work, and therefore the legal fees could be paid for with campaign money.
But U.S. District Court Judge Amy Berman Jackson rejected that argument. She wrote in her ruling that the charge against Craig didn't relate "to his conduct as a legislator, but only actions undertaken in the privacy and anonymity of a restroom stall." Jackson set a scheduling conference in the case for April 26.
The Idaho Republican was arrested by an undercover police officer at the Minneapolis-St. Paul International Airport. The officer said Craig tapped his feet and signaled under a stall divider that he wanted sex. Craig pleaded guilty to disorderly conduct and paid a fine. After his arrest later became public, Craig tried unsuccessfully to reverse his conviction.
The FEC allows campaign funds to be used for legal expenses that were caused by a candidate's campaign or officeholder's duties, and determines that on a case-by-case basis. The commission sued Craig last year after concluding his legal problems had nothing to do with campaigning for federal office. The FEC is seeking an order requiring Craig to return the money to his campaign, along with fines of up to $6,500 against Craig and his campaign treasurer, Kaye O'Riordan.
"Senator Craig was arrested for, and pled guilty to, committing a criminal violation of Minnesota state law," Jackson wrote. "One does not need to be a United States congressman - or any sort of federal official - to be charged with this offense, and the arrest did not call into question his conduct as a legislator. Neither the charge nor the underlying conduct had anything to do with his performance of his official duties, so the legal expenses they generated were not incurred in connection with those duties."
In an email, Craig's lawyer, Andrew Herman, said, "We will assess the opinion and decide how to proceed after doing so."

The average annual percentage rate, or APR, for variable-rate credit cards fell 3 basis points to 15.12 percent from 15.15 percent, according to Bankrate's latest survey of interest rates. A basis point is one-hundredth of 1 percentage point. The APR for fixed-rate cards remained at 13.02 percent.
The amounts that banks can charge before a credit card account is opened can't be capped, according to a final ruling Friday from the Consumer Financial Protection Bureau. The agency said any fees incurred before an account's opening are not subject to a provision in the Credit Card Accountability, Responsibility and Disclosure Act of 2009 that says fees in the first year can't exceed 25 percent of the credit card's limit. The ruling from the CFPB reflected a federal court ruling last year.

MIAMI (AP) ? Trying to show that the economy remains a top priority, President Barack Obama promoted a plan Friday to create construction and other jobs by attracting private money to help rebuild roads, bridges and other public works projects.
Obama fleshed out the details during a visit to a Miami port that's undergoing $2 billion in upgrades paid for with government and private dollars. The quick trip was designed to show that the economy and unemployment are top priorities for a president who also is waging high-profile campaigns on immigration reform and gun control.
Obama said the unemployment rate among construction workers was the highest of any industry, despite being cut nearly in half over the past three years.
"There are few more important things we can do to create jobs right now and strengthen our economy over the long haul than rebuilding the infrastructure that powers our businesses and economy," Obama said. "As president, my top priority is to make sure we are doing everything we can to ignite the true engine of our economic growth ? a rising, thriving middle class."
Among the proposals Obama called for, which require approval from Congress, are:
?$4 billion in new spending on two infrastructure programs that award loans and grants.
?Higher caps on "private activity bonds" to encourage more private spending on highways and other infrastructure projects. State and local governments use the bonds to attract investment.
?Giving foreign pension funds tax-exempt status when selling U.S. infrastructure, property or real estate assets. U.S. pension funds are generally tax exempt in those circumstances. The administration says some international pension funds cite the tax burden as a reason for not investing in American infrastructure.
?A renewed call for a $10 billion national "infrastructure bank."
Arriving at the expansive port in Miami, Obama stood inside a double-barreled, concrete-laced hole in the ground, touring a tunnel project that will connect the port to area highways. The project has received loans and grants under the programs Obama touted and is expected to open next summer.
The president made private-sector infrastructure investment a key part of the economic agenda he rolled out in his State of the Union address last month. In the speech, he also called for a "Fix-It-First" program that would spend $40 billion in taxpayer funds on urgent repairs.
Congressional approval is not a sure bet, considering that House Republicans have shown little appetite for Obama's spending proposals. In fact, the infrastructure bank is an idea Obama called for many times in the past, but it gained little traction during his first term.
Obama's focus on generating more private-sector investment underscores the tough road new spending faces on Capitol Hill, where Republican lawmakers often threaten to block new spending unless it's paid for by cutting taxes or other spending. "These are projects that are helpful to the economy and shouldn't break down on partisan lines," said White House spokesman Josh Earnest.
But Florida Republicans, including Gov. Rick Scott, faulted Obama for being "late to the party." Before Obama arrived in Florida, Scott argued that state taxpayers have had to pick up too much of the tab for this and other port projects because the president was slow to support them.
Alan Krueger, chairman of the White House Council of Economic Advisers, told reporters traveling with Obama that the initiatives discussed Friday will cost $21 billion, not including the $40 billion for "Fix-It-First." Krueger said any increased spending associated with the proposals would not add to the deficit.
Krueger said details of how the programs would be paid for would be included in the budget Obama is scheduled to release on April 10.

U.S. law to restrict government purchases of Chinese IT equipment

WASHINGTON (Reuters) - Congress quietly tucked in a new cyber-espionage review process for U.S. government technology purchases into the funding law signed this week by President Barack Obama, reflecting growing American concerns over Chinese cyber attacks.
The law prevents NASA, and the Justice and Commerce Departments from buying information technology systems unless federal law enforcement officials give their approval.
A provision in the 240-page spending law requires the agencies to make a formal assessment of "cyber-espionage or sabotage" risk in consultation with law enforcement authorities when considering buying information technology systems.
The assessment must include "any risk associated with such system being produced, manufactured or assembled by one or more entities that are owned, directed or subsidized" by China.
The United States imports about $129 billion worth of "advanced technology products" from China, according to a May 2012 report by the nonpartisan Congressional Research Service.
During a news conference on Thursday, Chinese foreign ministry spokesman Hong Lei urged the United States to abandon the law to help develop relations and trust on both sides.
"This bill uses Internet security as an excuse to take discriminatory steps against Chinese companies. It is not beneficial to mutual trust between China and the United States nor to the development of trade and economic relations," Hong said.
The amendment to the so-called "continuing resolution" to fund the government through September 30 originated in the Commerce, Justice and Science subcommittee of the House of Representatives, chaired by Virginia Republican Rep. Frank Wolf.
It had gotten little attention until a blog post this week by Stewart Baker, a partner in the Washington office of Steptoe & Johnson LLP and a former assistant secretary in the U.S. Department of Homeland Security.
Writing in the "Volokh Conspiracy", one of the country's most prominent legal blogs, Baker wrote on Monday that the measure "could turn out to be a harsh blow" for Chinese computer-maker Lenovo and also "bring some surprises for American companies selling commercial IT gear to the government."
Lenovo Group Ltd, which bought IBM Corp's PC unit in 2005 and is now on track to become the world's largest PC maker, said it was aware of the bill and reviewing the specific language.
"Depending on how the language is interpreted, it could in fact apply very broadly to many companies across the IT industry from all around the world," Lenovo said in an emailed statement.
"We are very confident and comfortable that we will continue to be very successful in growing our business in the U.S. even as we and all of our competitors navigate new regulations."
U.S. concern about Chinese cyber-attacks has mounted in recent months, with top officials, including President Barack Obama, vocally condemning the practice.
Obama raised the issue in a phone call with Chinese President Xi Jinping earlier this month, and told ABC News in an interview that some cyber-security threats are "absolutely" sponsored by governments.
"We've made it very clear to China and some other of the state actors that, you know, we expect them to follow international norms and abide by international rules," he said.
Xi said the United States and China should avoid making "groundless accusations" against each other about cyber-security and work together on the problem.
The exchange came after U.S. computer security company Mandiant said a secret Chinese military unit based in Shanghai was the most likely driving force behind a series of hacking attacks on the United States.
Last year, the House Intelligence Committee released a report urging U.S. telecommunication companies not to do business with Huawei Technologies Co Ltd and ZTE Corp because it said potential Chinese state influence on the companies posed a threat to U.S. security.
Both companies took issue with the report, which Huawei spokesman William Plummer called "baseless."
Plummer said in an email their reading of the bill is that it "does not apply to Huawei based on the description of covered entities."
ZTE officials declined to comment on the latest U.S. law, while Huawei officials were not available for comment.
Baker, a technology security lawyer, said he believed the language would live on in future appropriations bills and possibly get tougher over time.
"Once a provision ends up in the appropriations bill...it tends to stay there unless there's a good reason to take it out," Baker said. "We could easily see (the appropriation committees) tighten up some of the language in the future."
China could challenge the measure as a violation of World Trade Organization rules, but may have a tough time making that case because it is not a member of the WTO agreement setting international rules for government procurement.
The WTO agreement also contains a national security exemption that could be another U.S. line of defense against a possible Chinese challenge, Baker said.
It is possible other countries could raise objections because of the potential for the provision to prevent purchases of Lenovo computers manufactured in Germany or Huawei handsets designed in Britain, he said. But they may decide to tolerate it because of their own concerns about Chinese hacking, Baker said.
"The goal is not to hurt American and European companies that have operations in China," said a congressional aide who worked on the House bill where the wording originated. "It was really targeting entities that are directed by Beijing," said the aide, who asked not to be identified.
The federal government's purchases, which are funded by taxpayers' money, are often urged to give preference to vendors that offer the cheapest services.
The congressional aide said China may heavily subsidize some companies to present the U.S. market with a much lower price.
"It's a helpful reminder to look at the supply chain" of U.S. firms, the aide said. "The cheap option may be artificially lowered because potentially there are ulterior motives."

Earlier Wednesday, White House principal deputy press secretary Joshua Earnest declined to link Pierson's gender to the reason she was picked for the position. At the White House briefing he told reporters that "the fact that she is the first woman to lead this agency is notable, and I think it's important, but it's not the reason she was chosen for the job. She was chosen for the job because she is the right person at the right time to lead this agency."
Earnest was responding to the suggestion that the president's appointment of Pierson as well as other women to positions of power in the administration was a message aimed at criticism that he was appointing only white men to top posts at the start of his second term. Earnest also declined to connect Pierson's gender and appointment to the Secret Service scandal.
The agency in 2012 was rocked by a scandal involving 13 male employees, some of whom brought prostitutes to their hotel rooms while in Colombia on a trip to protect the president.
Pierson served as chief of staff for previous Director Mark Sullivan, who retired in February after apologizing last year for the scandal and implementing changes within the agency designed to reform practices, the agency's culture and its reputation.

Breaking Into YA Fiction: A Conversation with Ruth Witteried
Does a new writer trying to break into YA need to have a finished novel or can they submit a proposal? If you?re new to YA and thinking about pitching a book proposal; think again. Typically, publishers of fiction want a finished product, and as a new writer your book is the best representation of your ability. Very few, if any, agents will shop a fiction proposal, YA or otherwise, from an unknown author. If you are established in a different genre, or have an amazing, interactive website for the YA audience you might stand a better chance, but any agent will want to make sure you can write fiction. Better just to write the book and get it to a reputable agent. What are the recommended specs for a YA novel?page length, word count, language censored in any way? There is still some separation in the expected word count of adult fiction versus young adult fiction. Adult fiction typically falls somewhere between 80,000-100,000 words (300-400 pages). ?Writer?s Digest suggests a 55,000 ? 70,000 word count for YA (220-280 pages); cautioning against going much higher, although they admit this is a very fluid category. If you are writing fantasy/sci-fi, you will probably go well into the 70,000 range, as world building uses a lot of ink. There are always exceptions of course, just check out these YA bestsellers: The Hunger Games (384), The Night Circus (528), Mrs. Peregrine?s Home for Peculiar Children (352), The Astonishing Life of Octavian Nothing: Traitor to the Nation (351), and Delirium (441). Most of the restrictions we associate with YA?profanity, sexual situations, extreme violence?have fallen away. Profanity makes regular appearances in nearly all bestselling YA fiction; and appropriately so as it has become ubiquitous in our society. That?s not to say you should be careless with its use, but to ignore it completely may have your dialogue sounding inauthentic. Most YA books are still fairly restrained when dealing with sexual situations. That is to say, they focus more on the yearning and the lead up to sex than actual sex scenes. Make no mistake, many characters are sexually active and speak openly about it, a lot about it, but the actual ?going all the way? scene in a book like Shiver, for example, leads you to the door and shuts it (nobody really considers 50 Shades of Grey to be YA, in spite of the young protagonist!). And as far as extreme violence goes, you need only look at the success of The Hunger Games to realize how loose the restrictions on violence have become. It is listed on Amazon for readers ?12 and up.? ?When you look at the level of violence on television, in movies and video games, it really shouldn?t come as any surprise. Fortunately, Torture Porn (think The Saw movie franchise) is still relegated to adult fiction. Which agents are the most easily accessible to a new YA writer? Many agents, who five years ago wouldn?t consider YA, are now actively pursuing writers of the genre. When I managed a Waldenbooks in the eighties, books for teens fell under one banner: Young Adult, and it occupied two linear feet of shelf space. Judy Blume was its most provocative author, Forever causing uproars in school boards across the country for daring to deal with her protagonist?s loss of virginity. Today, YA easily occupy 15-20 linear feet, even in modest sized Barnes & Nobles, with subcategories for: Romance, Paranormal Romance, Fantasy & Adventure, Sci-Fi, Mystery, Historical, Dystopian, Steampunk, Humor, Anime and Graphic Novels. Agents are looking for the next hot voice in YA and are more receptive to a great pitch or query letter. Andrea Brown, Full Circle, Victoria Sanders & Associates, Andrea Hurst, Wendy Lamb, are agencies I see consistently at conferences, soliciting YA material. Laurie McLean of Foreword Literacy (The Iron Fey series) regularly attends the Willamette Writers Conference and signed Portland author, Marni Bates as a result of a pitch. Marni now has four YA titles in print and a film option. Do you have to have an agent to get read? It certainly helps, but like the music industry before it, everything is changing in publishing (and in film). Agents used to be the gateway to writing success. That is less and less true. Many publishing houses have laid off their in-house editing staff, formerly assigned to new writers to get their books in shape. Now, many of those editors are working freelance and often act as a conduit to agents and publishers. Another way to get read is to pitch to a film manager, producer or agent. We?re seeing a lot of cross over at our conference; film people looking for completed, published and unpublished manuscripts, blogs, life rights, even Twitter feeds. Sh*t My Dad Says, was a book before it was a sitcom, and a Twitter feed before it was a book. So there are ways to get your book read outside of the traditional query. Are there any conferences a new writer can attend that are actually helpful? Indeed (cue blatant plug). I have been attending the Willamette Writers Conference every year since 2008 (I became the Film Coordinator in 2011). This is a very reputable conference that offers a high caliber curriculum over a three day weekend, but also offers an opportunity to meet and/or pitch to an agent, editor or publisher. We?re in Portland, but there are undoubtedly conferences close to you worth attending. But they can be expensive, so it?s important to set clear goals about what you want to accomplish. If you only want to pitch your book, then you need to study the roster of consultants available to pitch to. Every conference has a website with biographies from each consultant, including a wish list of what kinds of books they?re looking for.? Study it, and follow up with a search at publishersmarketplace.com or agentquery.com to see who?s on their client list. Most of them have a website with a blog, or a Twitter feed with links to articles they think are important. Follow them for a few weeks to see if they?re a good fit for you. At the very least you will be more informed when you query them or meet them in person to pitch. Writers are signed every year at conferences around the country. I personally see it happen every year in Portland. Can you submit directly to a publisher and which publishers are the most open to new writers? No. You can query a publisher, but as a general rule unsolicited manuscripts are thrown away. Check their website for submission requirements and follow them. What is the biggest mistake a new writer makes when trying to break into the YA market? The two mistakes I see the most often are lecturing and shielding the reader. Teenagers are highly attuned to changes in air pressure when a lecture approaches and will run for cover. Your message may be important, urgent even, but it requires a light touch if it is to reach this audience. Likewise, if you sugar coat your subject matter in an attempt to protect the reader, you?ll come off as phony. I have been guilty of this myself, going all the way to the edge and pulling back because I was afraid of offending someone (more often a parent or school board). Teen audiences are far more savvy than we give them credit for. Forget about playing it safe. How can a writer improve their chance for success? Read young adult. Read lots of young adult. Not only will you take comfort in the amount of flat out crap being sold (we all need hope!); it gives you a point from which to compare your own story and writing. Then when you find quality writing, (I?m a fan of Lauren Oliver?s) you have a second point of comparison and can begin to close the gap. Know your market. For example, the paranormal romance genre is glutted. Don?t write that unless you?ve found something no one else has. (How do I know that? I read it in an agent?s wish list on a conference website). Is platform as essential in YA as it is in adult trade? Yes and no. You don?t have to build up your CV with publications, lectures or speaking engagements to be a credible YA writer. But you have to be findable, so at the very least you need an internet presence. My website, zombienoel.com, was launched in advance of the completion of the book; a new trend in marketing that agents and publishers are looking for. And once your website is up, you can elect to bypass traditional publishing and e-publish a chapter at a time if you like, on your own site. What is the smartest move you?ve ever seen a writer make when it comes to their career? Kelly Williams Brown, not long out of college, realized there was a whole lot of stuff involved in living on your own that she didn?t know how to do or was too undisciplined to do.? This became the concept for a book proposal: Adulting: How to Become a Grown-up in 468 Easy(ish) Steps, with topics like, ?Make Your Fucking Bed!? She started a blog two weeks before the Willamette Writers Conference with the intention of adding something new every day for a year, then pitched the non-fiction concept in a group pitch session. I think it was a Saturday (she only came one day expressly to pitch). By Monday night she had a book agent, who went on to sell the book at auction and FOX is producing a pilot. All based on the strength on her concept, presentation, and a self-made website. What is the best advice you?ve ever been given? Randall Jahnson, (Mask of Zorro, The Doors) a screenwriter transplant from L.A., told me I had an annoying habit of ?pulling my punches? (see above!). After reading two of my early scripts, he got frustrated and said, ?This is good stuff, you set the scene and build the tension and then?you wuss out! Fucking say it, don?t sugar coat it!? What do you wish you knew then that you know now? I wish I had been more confident, more trusting of my story instincts. It?s a difficult thing to gage until you put yourself out there, be it a contest, a critique group, or submission; but it?s important to have that trust in yourself. Nobody else can write from your gut, so it?s pointless to second guess yourself, especially on a first draft when everything is fresh. Errors in execution can be fixed in the rewrite. Any last words of encouragement or warnings? Do something every day to further your writing goals or move your story forward. Set up a space and a routine and guard it with your life. We are told to write every day for good reason?it keeps us connected to our story and keeps our skills sharp. So give it a try. Something is better than nothing. And when you miss a day, or two or three; cultivate self-forgiveness. Then get back in your chair and write. 5 Tornado Safety Myths Debunked
Tornadoes conjure up images of massive funnel clouds tearing over the expansive Great Plains of the United States during springtime, but tornadoes range in size and strength and can happen anywhere, at any time of the year.
Although freak accidents happen ? and the most violent tornadoes can level a house ? most tornadoes are much weaker than the monster EF5s (the highest tornado rating) most people imagine, the National Ocean and Atmospheric Administration's Storm Prediction Center (SPC) says in their tornado FAQ, and knowing proper tornado safety tips can help you get through the storm,.
But there are a lot of tornado safety folklore and myths out there, so it can be hard to know what advice to follow. Here are five of the most pervasive tornado safety myths, as well as a few tips to follow:
Myth #1: Opening windows will equalize pressure.
The SPC said it best: "Opening the windows is absolutely useless, a waste of precious time, and can be very dangerous. Don't do it."
All it might get you is a bunch of debris blown into your house by a tornado's fierce winds ? which could be dangerous. And if a tornado hits your house, it most likely will break the window anyway, the SPC noted.
Myth #2: The southwest corner of a basement is the safest corner.
While a basement is a good place to take shelter from a tornado, no corner of a basement is safer than any other.
According to the SPC, this myth arose from the mistaken belief that most tornadoes come from the southwest and that any debris they generate would fall into the northeast corner of a basement. But tornadoes can arrive from any direction, and their winds are spinning in a vortex and can be blowing from any direction.
If you take shelter in a basement, the best place to be is away from any windows, under a sturdy workbench or mattress, and away from any shelves or other things that might fall on you. You should also make sure you're not directly under any heavy appliances that may be on the floor above.
Myth #3: When you?re on the road, the best place to ride out a tornado is under a bridge.
Definitely not! Do not do this!
Although it might seem like the bridge over your head would protect you, hiding under an overpass or bridge is actually very dangerous, because a tornado's winds can blast debris underneath the structure. The storm's winds could blow you out from underneath and possibly into the tornado itself, or the bridge could collapse on top of you, the SPC warned.
But if you're on the road, you don't want to stay in your car, either. "Vehicles are notorious as death traps in tornadoes, because they are easily tossed and destroyed," the SPC said.
Your options depend on where the tornado is and what's around you. If the tornado is far away or not heading toward you, the best option may be to head in the opposite direction and get out of its path. If it's bearing down on you, and there's a sturdy structure nearby, take shelter there. But if no building is around, get as far away from the road and cars as possible, and lay down in a low spot, the SPC advised.
Myth #4: Tornadoes never cross hills, rivers, roads, etc.
If a particular town or other location hasn't been hit by a tornado that passed nearby, it didn't have anything to do with the area's topographical features, it was just luck, the roll of the dice.

The SPC noted that local wisdom had it that towns such as Topeka, Kan., and Waco, Texas, were immune to tornadoes, until they were hit by F5s (in 1968 and 1953, respectively). (The current Enhanced Fujita scale was preceded by the Fujita scale.) ?Those are extreme examples and larger metropolitan areas (more on that in a minute), but plenty of other places have been rudely awakened from various forms of this myth.
Myth #5: Tornadoes avoid big cities.
Related to Myth #4, many people think big cities are immune to tornadoes. That?s not the case: Many cities ? including Dallas, Atlanta, St. Louis (which has been hit a whopping four times) ? have been hit by tornadoes . [Skyscraper Storms: 7 Big City Tornadoes]
Cities can simply seem like they aren't tornado-prone for some innate or meteorological reason when it's really just statistics: Cities occupy a smaller area relative to the surrounding, more rural areas, and are therefore less likely to be hit.
In fact, damage caused by tornadoes can be worse in big cities, due to their high concentration of people and structures. Birmingham and Tuscaloosa, Ala., sustained severe damage from a tornado that tore through both cities on April 27, 2011, and was on the ground for 80 miles (129 kilometers) ? killing 65 and injuring 1,500. The tornado bucked a downward trend in tornado deaths, not only because of its powerful EF4 strength, but also because it hit highly populated areas.

The Stafford girls track and field team has turned an often overlooked part of the sport into one of its strengths.
The Indians have three throwing standouts that can score major points in small or large meets.
That was evident this past Saturday at the Brian Watkins I?95 Invitational at Brooke Point High School.
Stafford?s Sabrina Johnson, India Kithcart and Ebony Pennant took the top three places in the shotput. Pennant and Kithcart went on to finish first and second in the discus, as well.
?In general [throwers] kind of get overlooked because they just specialize and you don?t see their names out there a lot,? Stafford head coach Pete Augrom said. ?But those three girls in the winter got us 24 points in one event.?
Augrom is speaking of the Commonwealth District meet last month in which the trio took the top three honors in the shotput.
Johnson went on to set a school record in the Northwest Region meet with a throw of 37 feet, 11 inches. The junior Colonial Forge transfer placed sixth in Group AAA.
?She had a great finish to her indoor season,? Augrom said.
Augrom said Indians throwing coach Mark Repass is one of the key reasons for the trio?s success. Repass has held his position the past six years. Augrom said he?s helped develop the Indians? uncommon depth.
?A lot of schools will have one or two that are good, but we really have three or four that we feel we can put out there any day and compete for a top five spot at a meet,? Augrom said. ?It?s definitely a place we feel we are strong.?
The Indians will see if their success can continue on Saturday in the Wildcat Invitational at Mountain View. Stafford and Brooke Point will co-host the Spring Qualifying Track and Field Classic at Brooke Point the following weekend.

Saudi Arabia is threatening to block access to Skype and other Voice over IP (VoIP) communications platforms, apparently because its officials are upset at not being allowed to spy on people?s communications, according to various?local reports.
Officials from Saudi?s Communication and Information Technology Commission are reportedly demanding that service providers such as Skype, WhatsApp and Viber give them the means to monitor such applications. The providers have been given until this Saturday to come up with a satisfactory response, reports say, otherwise the Saudis will ?take measures? to block the apps.
Banning Skype and other?free video call?apps would cause upset to millions of people living in the country that use these kinds of services on a regular basis, yet Saudi officials appear determined to press ahead with their plans if their demands are not met.
According to the Arabic language blog Alweeam.com, any ban would be the result of a seemingly irresponsible attitude from Saudi?s telecoms regulators, who are demanding that local telecommunications firms ?do whatever is required? to monitor VoIP apps. The problem, reports Alweeam, is that Saudi telecoms companies don?t actually have the capability to monitor services like Skype, because?VoIP communications are encrypted. Rather than fall foul of the regulators (who apparently haven?t noticed or don?t care that monitoring VoIP is impossible), the telecoms firms will likely just block access to VoIP services instead.
Alweeam adds that such a move would actually suit Saudi?s telecoms companies anyway, as many of them are privately upset about losing revenues?from people using free apps as opposed to making paid calls.

The governments of Oman and the UAE have consistently?blocked access to services like Skype and others for years, forcing consumers to either pay for expensive overseas phone calls or use workarounds such as a VPN that encrypts their traffic from local ISPs.

5 jailed in UK for inventing movie in tax scam
LONDON (AP) ? Five people have been jailed in Britain for pretending to make a Hollywood movie in a scam to defraud tax authorities of millions of pounds.
The fraudsters were convicted earlier this month of attempting to bilk the government of 2.8 million pounds ($4.2 million) in a plot reminiscent of the Academy Award-winning hit "Argo" ? but without that movie's heroic hostage rescue.
Prosecutors said the fraudsters claimed to be producing a made-in-Britain movie with unnamed A-list actors and a 19 million-pound budget. But officials say the project was a sham to claim back millions in taxes.
Bashar Al-Issa, described as the leader of the fraud, was jailed Monday for six and a half years. The others were sentenced to around four years each.
